AB 48 – 2020 State School Bond
Today, Governor Newsom signed AB 48 (O’Donnell) in a signing ceremony at Ethel I. Baker Elementary School in the Sacramento City Unified School District. AB 48 places a $15 billion bond on the March 2020 ballot. CCFC was present at the signing ceremony to celebrate the largest education bond in the state’s history. AB 48 includes $2 billion for community college facilities.
CCFC is part of a team of education organizations and other stakeholders that will now pivot to building a successful campaign to educate voters about the need for AB 48.

AB 695 – Design Build Sunset Extension
On October 3, Governor Newsom signed AB 695 (Medina), which will extend the authorization for community college districts to use design-build by 10 years, to January 1, 2030. The bill includes new skilled workforce provisions for community college design-build projects, mirroring existing requirements for K-12 and other public agency design-build projects.
AB 695 also addresses a sunset in the Civic Center Act, by extending the authorization to charge community groups for “direct costs” until January 1, 2025. Direct costs are intended to cover costs associated with maintenance, repair, restoration, and refurbishment of facilities. Assembly Member Medina agreed to add this provision toward the end of the legislative session, when it was brought to our attention that the authorization would sunset on January 1, 2020.
