Legislature Approves 2019-20 Budget, Funds 39 New CCC Capital Outlay Projects

Today the Legislature approved AB 74, the budget bill for FY 2019-20, meeting the constitutional deadline to pass an on-time budget by June 15.
The Legislature has more work to do on the budget, including passage of additional trailer bills to implement policy changes in the budget. We expect additional trailer bills, including the higher education bill, to be taken up next week. At that time, we will have more information about other priorities and actions in the budget. AB 74 will now go to the Governor for his signature. The Governor does have the authority to veto individual line-item appropriations in the budget bill (i.e. “blue pencil” vetoes); however, because he negotiated the final budget deal with legislative leadership, we do not expect broad use of that authority.
Capital Outlay Projects
The budget provides funding from Proposition 51 to fund 39 new community college capital outlay projects and 20 continuing projects.
New Starts in FY 2019-20
The budget includes $48.3 million in FY 2019-20 to fund all 39 of the new start projects recommended by the Board of Governors in the 2019-20 Capital Outlay Spending Plan. These projects will receive funding for both preliminary plans and working drawings in 2019-20. This is a significant achievement for the California Community Colleges and CCFC! The Governor’s budget proposal would have only funded 15 new start projects. Due to advocacy by the higher education community, and leadership of Legislators on this issue, the final budget includes funding for all of the requested new start projects.

Continuing Projects
The budget includes $487 million in FY 2019-20 to fund the construction phase for all 20 continuing capital outlay projects previously authorized and included in the BOG 2019-20 Spending Plan. The Governor’s budget proposal would have only funded 15 of these 20 projects, withholding funding for five based on progress and local match concerns.
