Module 5: Delivering Successful Capital Construction Programs: Design and Construction Strategies

After completing a comprehensive master plan and securing funding, community college districts must focus on effectively delivering projects that bring their facilities vision to life. The fifth installment of the CCFC Facilities Leadership Institute (CFLI) will examine practical strategies for successfully implementing a capital outlay program – from design through construction.

The session will begin with an overview of the design process, including planning and programming, stakeholder engagement, design phases, district standards, and design management controls. Panelists will also discuss key regulatory considerations such as navigating the Division of the State Architect and CEQA requirements. Participants will then explore various project delivery methods, including traditional and alternative approaches such as design-bid-build, CM multi-prime, CM-at-risk, lease-leaseback, public-private partnerships (P3), and design-build. Panelists will discuss factors that influence delivery method selection, along with the benefits and challenges of each approach.

The afternoon sessions will focus on design-build and progressive design-build practices, followed by discussions on program management from the district perspective and the key distinctions between program, project, and construction management. Presenters will highlight strategies for staffing, partnership development, and project management planning. The workshop will conclude with a discussion of the construction phase, addressing cost controls, market conditions and bid climate, change management, lessons learned, and project labor agreements (PLA).

For those who may have missed a module in the 2023-24 session, the 2025-26 session will be your opportunity to make up modules to complete the certificate track.
